Description

As energy efficiency (EE) in buildings is crucial for the achievement of the 2020 energy and climate change targets both in the EU and national levels, the Project addressed:
• The formation of a national platform on EE and RES training programs and qualification schemes for the building construction sector workers;
• The Identification and quantification of the need for qualified workforce
• The development of a national training and qualification strategy (National Qualification Roadmap)
• The assurance of the roadmap’s adoption by all relevant stakeholders via the appropriate endorsement activities.

Aim

The BUS-GR Project aimed to facilitate the building sector workforce training and qualification in Greece.

Outcomes

Impacts/Outcomes 1:
BUS-GR gave the opportunity to identify new areas of employment, to explore the key priorities and interests of workers, and to express their opinion on how they see the organization of the training and certification and the added value that it will have in enhancing their employability.
Impacts/Outcomes 2:
By 2020 the construction sector will require an additional 45,000 to 115,000 workers. A 53% of the current workforce is involved in EE buildings and renewables. (109,000 workers). As a minimum an equivalent number of workers would need up skilling by 2020 with the highest needs for: 1) electricians and plumbers 2) Glaziers and frames installers 3) Insulation technicians 4) heating systems installers and 5) building frame and workers in related trades.
Impacts/Outcomes 3:
44 entities (competent Ministries, national authorities, social partners, federations of buildings workers/craftsmen, key actors of building, RES and energy efficiency industries, training providers, accreditation bodies) signed a Letter of Endorsement assuring their support and commitment to the National Roadmap’s proposed measures and action plan.

Policy/Initiative

Mis-Matching of Skills:
Training and certification of certain categories of blue collar workers in buildings, namely the installers of small scale RES systems.

Recommendations

Training:
