Description

Formedil issued a national call for proposals for all building schools in Italy ,defining eligibility criteria,and granting funding to those who met these requirements for experimental training to be provided to site managers and team leaders. The title of the action to be financed is MICSxCAPO
The project has been managed at local level by the building schools that passed the selection .
. In the first experiment of 16 months, the regions Emilia Romagna, Lombardia, Piemonte, Sardegna, Sicilia, Umbria, Marche, Lazio, Puglia, Veneto were involved for a total of 20 bodies/ building schools. In the second trial of 18 months, the regions of Lombardia, Emilia Romagna, Veneto, Friuli Venezia Giulia, Calabria, Lazio, Puglia, Abruzzo were involved for a total of 18 institutions. In total, the project involved 14 Regions and 38 bodies/ building schools. Both experimentations were aimed at improving the technical and managerial.

Aim

The project aims to improve the skills of the site manager / foreman / foreman through a professional training course that provides an initial course of 16 hours, at least 4 personalized training (depending on the work that was taking place) at the participant's site, at least 4 lessons in the classroom to address the problems that emerged from the interventions on site, and at least 6 interventions on technical topics on innovation of products and processes.
The project foresees all these meetings because the second objective was to form a community of good practices for foremen/site managers who could interact with each other when needed.

Policy/Initiative

Skills Gaps:
The workers did not know how to organize the layout of the site in a safe way, they did not know how to manage human resources and supplies; they did not know how to divide the work into phases and sub-phases; they did not know enough about new products and new production techniques because they were still tied to old traditions.
Mis-Matching of Skills:
The project had the task of bridging a misalignment of skills in relation to the demand of the labour market which concerned the type of skills, training and references not perfectly in line with those required by the work carried out or intended to be carried out and precisely the market requires workers who know how to work well and safely and who know how to manage human and instrumental resources in the best way. The workers involved knew how to perform tasks handed down by more experienced staff but with old and unsafe phases of work, also did not have useful skills for the management of human and instrumental resources.

Lack of skills and lack of qualified and specialized personnel who knows how to safely manage human and instrumental resources or who knows how to use new products and production techniques
