A key contribution to closing skills gaps across Europe, including in the construction sector
Since its launch in 2020, more than 6.1 million people have received training under the Pact for Skills, according to the Pact’s 2024 Annual Survey. This European Commission initiative aims to boost skills development in key sectors and has become an essential tool for building a more competitive and resilient Europe.
In total, more than 3,200 organisations have already joined the Pact, including businesses, social partners, training providers, local authorities, and employment services. These stakeholders collaborate to identify sector-specific skills needs and implement concrete solutions through strategic partnerships.
Impact of the Pact on industrial sectors
In 2024, the Pact’s 20 Large-Scale Skills Partnerships – including the construction sector partnership, in which the ‘Construction Blueprint’ project has played an active role – trained on average 33% of their workforce. This collective effort reinforces the shared commitment to upskill and reskill over 25 million people by 2030.
The survey also highlighted several other significant achievements in 2024:

84% of members consider the Pact a valuable initiative, particularly in terms of collaboration, access to funding, and skills intelligence.
Relevance to the ‘Construction Blueprint’ project
The ‘Construction Blueprint’ project, which focuses on anticipating skills needs in the construction sector and promoting training in energy efficiency, digitalisation, and circular economy, has been closely aligned with the principles and specific objectives of the Pact for Skills in Construction. Its active participation in this European initiative has paved the way for the launch of the second phase ‘Construction Blueprint 2‘. This new phase aims to strengthen the cooperation networks established during the first phase, identify sector-specific training gaps, and support the design of solutions tailored to the evolving demands of the labour market, particularly the digital and green transitions across Europe.
In this context, the ‘Construction Blueprint 2’ project remains firmly committed to its mission of enhancing the qualifications of workers in the construction sector, in line with the objectives of the Pact for Skills.
