Description

The TPC (Construction Professional Card) is a tool that gathers up workers’ information such as training accreditation in the area of health and safety at work, experience in the sector, professional qualifications, medical certificates and any other training received.

The Construction Professional Card (TPC) is a tool (on physical support), closely linked to the accreditation of training in the area of health and safety at work, that is available to all workers in the construction sector. In addition, it includes other aspects, such as the worker’s experience in the sector, professional qualifications, medical certificates and any other training received.

Aim

The TPC complies with the provisions of Law 32/2006, which regulates subcontracting in the construction sector. In it, it is allowed sectorial collective bargaining at national level to regulate a system of accreditation of specific training referring to the prevention of occupational hazards in the construction sector.
Through the Construction General Collective Agreement (CGSC), this system has been implemented, which focuses on three basic pillars:
- The training contents in OHS, per occupation and trade in the construction sector.
- The homologation of the Training Entities.
- The TPC.
In compliance with this legal mandate:
- An application procedure for the TPC has been set up which currently includes: the applicant's data accrediting their compulsory training in the field of occupational risk prevention; the professional category and experience in the sector; the performance of medical examinations established by law; any other training received. TPC also facilitates access to the services of the FLC.
- The TPC has been provided with a physical support that allows its reading through new technologies, so that access to this information is immediate.
On the other hand, it should be noted that other productive sectors such as metal and iron, following agreements with the FLC, have included cards similar to the TPC in their respective collective agreements.

Outcomes

Impacts/Outcomes 1:
As far as the content of the TPC is concerned:
- It accredits the training received in the field of occupational risk prevention, which allows verification of legal compliance with the existence of this training, in accordance with the provisions of both the General Collective Agreement of the Construction, and any other training received in the field of OHS.
- The professional category is shown, which references qualification and professional experience in the construction sector.
- It accredits the training received of any other type during the development of your professional career: university, VET, etc.
- It accredits the performance of the relevant medical examinations.

Impacts/Outcomes 2:
At the time of completing the current factsheet, more than 700,000 workers in the sector have been issued with the TPC up to now. This has been achieved thanks to the regularisation of the sector in the field of OHS.

It facilitates access to the services of the Fundación Laboral de la Construcción:
- training in the sector,
- job exchange,
- publications,
- reports,
- etc.

Policy/Initiative

Skills Shortages:
The project contributes to allowing the worker to accredit quickly and easily:
- the skills acquired through training in H&S -which are mandatory by law- and other skills owned by the worker
- any other type of training
- work experience.
Furthermore, it provides the sector with a guarantee about workers' skills.

Recommendations

Training:
It would be recommended that all those workers who provide their services within the construction sector own the TPC, given that it provides important advantages both to the person who provides the service or work, as well as to the person who hires the worker, giving confidence to the system, as the TPC is the most used instrument to accredit the compulsory training and also to provide information about the worker’s skills.
On the other hand, each worker holding a TPC should keep it updated with the training received and the work experience acquired. It is a dynamic instrument.
