The Project


The main advantage and benefit of implementing the current project is that it brings together the construction industry and the Vocational and Educational Training provider, in an attempt to establish a strategic approach for the coming years, in order to tackle the challenge of addressing the skills shortages of the sector’s workers and the purpose of matching the workers’ skills with the needs and demands of the labour market. This new strategy will be clearly connected to the general strategy for the growth of the European construction industry and complementary to other initiatives and measures implemented for the sector.

PESTLE Analysis

Report about the political, economical, social, technological, legal and environmental factors, which can impact the construction industry and may be affecting in turn skills shortages, gaps and mismatches.

Status Quo report on sectorial skills

Report with the current “state of the art” of construction industry sectorial skills, showing: Discrepancy between current and future skills, in order to establish the training needs of workers in the sector short and medium term; Estimation of the number of workers that should be trained as well as in which vocational profile; and measures, recommendations, actions, etc. for the Blueprint deployment.

Digital resource with the collection of good practices and/or innovative initiatives which are tackling with gaps and mismatched skills, as well as best practices to reap the benefits of EU funding to support different career paths, mobility projects, entrepreneurship opportunities, etc.

Skills+ Training Action

Massive Open Online Course (MOOC) that will raise awareness and provide a basic upgrading of skills on Energy Efficiency, Digitalization and Circular Economy. The successful completion of the course will provide a certificate endorsed by a Memorandum of Understanding.

Web-based tool that will be able to anticipate skills needs by using a BigData methodology at national and regional level, by the combination of the information coming from primary source (survey) and secondary ones. This tool will support partners in making decision concerning training offer.

List of profiles to be updated and prioritization

Report about the methodology to proceed in a systematic way with the identification of occupational profiles that need to be reviewed, updated or eventually created in the construction industry.

Prioritisation of qualifications that need to be updated

Report about the priorities to review existing qualifications as well as to propose new skills depending on the occupational profiles, if any, to be introduced in each National Qualification Framework.

The Quintuple Helix model and the Construction SSA

Report under the criteria of the Quintuple Helix Model that will help to create the SSA and deploy the Blueprint in a systematic way, guaranteeing the involvement and endorsement of key stakeholders as well as a longstanding of the Alliance.

Endorsement events reports

After each endorsement seminar, the host partner will write down a report with the results got after the celebration thereof that will take place in each participant countries.

SSA Portal

Online platform created to bring around the table the members of the SSA to define and implement the Blueprint through the SSA Platform, collaborative space to work together in that aim. The portal will host project website and the others online tools developed such as the Interactive map and the WatchTower. It will have also information about news&events, a forum, social media connection, etc.

Diffusion activities and actions carried out by partners: digital newsletter, project information on partners’ corporative websites, articles on professional magazines, publications in congress, targeted emailing, etc.

During the project’s life


After each steering meeting, the host partner will organize a local info-day in order to inform concerning the project and ongoing results as well as reinforcing the alliance between project partners and relevant stakeholders. The partnership will give attendees an info-pack (memory stick) with relevant information about project outcomes. connection, etc.

A report in order to inform about the presentation of the project made by partners in international networks.

Final diffusion day

A final event to close the project and inform all the stakeholders about the outcomes got after project execution. After that, a report on the dissemination day will be produced that will include the presentations given, a participant list, the outcomes of the workshop, pictures of the event, etc.
