Während der Projektlaufzeit wird die Partnerschaft mehrere Phasen durchlaufen, um die Ziele zu erreichen und Ergebnisse zu erzielen, die das Hauptziel unterstützen: Neuer sektoraler strategischer Ansatz zur Zusammenarbeit im Bereich der Kompetenzen in der Bauwirtschaft.

In der ersten Phase des Projekts geht es um die Ermittlung des Sachstandes in der Bauwirtschaft hinsichtlich des Qualifikationsbedarfs und den Transfer der erforderlichen Kenntnisse in die nationalen Qualifikationsrahmen. Dafür werden ein Strategie- und Aktionsplan entwickelt, die als Grundlage zur Anpassung des Qualifikationsbedarfs dienen sollen.

1. Status Quo in der Bauwirtschaft und die Allianzen für branchenspezifische Fertigkeiten

Sobald der Status quo definiert und der  Strategieplan ausgearbeitet sind, wird die Strategie verstetigt und umgesetzt, indem bewährte Praktiken von Politiken und Initiativen auf nationaler und regionaler Ebene ermittelt, detailliert beschrieben und gefördert werden. Es wird darauf abgezielt, Qualifikationsdefizite und Missverhältnisse zwischen den Qualifikationen zu beheben und Partnerschaften zwischen den verschiedenen Interessengruppen zu fördern. Außerdem wird das Ziel dieser Phase sein, eine Reihe von neuen Ausbildungscurricula zu den Themen Energieeffizienz, Digitalisierung und Kreislaufwirtschaft für Bauarbeiter zu entwickeln und einzusetzen.

2. Förderung von transnationalen und sektorweiten Fähigkeiten

Während dieser Phase wird beabsichtigt, ein Instrument zu schaffen, welches das « European Construction Sector Observatory » (ECSO) ergänzt. Dieses soll durch die Verwendung einer Big-Data-Methodik den Qualifikationsbedarf auf nationaler und regionaler Ebene identifizieren.

3. Beobachterinstanz zur Ermittlung erforderlicher Fähigkeiten für die Bauwirtschaft

Es wird eine Identifizierung von Berufsprofilen durchgeführt, mit dem Ziel, diese im Hinblick auf Fähigkeiten in Bezug auf Energieeffizienz, Digitalisierung und Kreislaufwirtschaft zu aktualisieren.

4. Identifizierung der zu aktualisierenden Berufe

Mit dem Construction Blueprint-Projekt soll ein positiveres Image der Bauwirtschaft geschaffen werden. Um dieses Ziel zu erreichen und Karrieremöglichkeiten im Baugewerbe zu verbessern, beabsichtigt die Projektpartnerschaft, Aktionen zur Förderung der Attraktivität des Baugewerbes bei Jugendlichen und insbesondere bei Frauen durchzuführen und Lösungen zur Erleichterung der Mobilität in Europa zu finden.

5. Öffentlichkeitswirksame Kampagnen für die Bauwirtschaft

Zweifellos ist die wesentliche Voraussetzung für eine solide Umsetzung des Blueprint-Projekts in der Baubranche eine starke Sektorallianz. Zu diesem Zweck führen die Partner das Projekt unter dem Konzept des fünffachen Helix-Innovationsmodells durch. Es beruht auf der Einbeziehung und Interaktion der wichtigsten Marktakteure (Bildung – Wirtschaft – Politik – Umwelt – Zivilgesellschaft / Kultur), um mit einem ganzheitlichen Ansatz das Beste aus ihren Kenntnissen zu machen.

6. Sektorallianz und Umsetzung von Blueprint
  • 1. Construction Status Quo and Sectorial Skills Strategy

    The Status Quo of the European Construction determines the current scenario regarding several factors that are likely impelling the appearance of skills needs, influencing the current status of the qualification frameworks as well as affecting the Vocational Education and Training (VET) offered in each country. The first phase aims to provide very valuable information that will be the fundamental basis for defining the key elements through the creation of a Roadmap and an Action Plan, which will shape the first approach concerning the setting up of the Sectoral Skills Strategy.

  • 2. Enabling transnational sector-wide new skills

    Once the Status Quo has been defined and the Roadmap have been drafted, is time to sustaining and exemplifying the Strategy, by identifying, detailing and promoting concrete examples and good practices of policies and initiatives at national and regional level aiming at addressing skills shortages and mismatches as well as fostering multi-stakeholder partnerships. Also, the goal of this phase will be to design and deploy a new training action needed for raising awareness concerning trending topics, which will surely affect the Construction industry: Energy Efficiency, Digitalisation and Circular Economy for Construction workers.

  • 3. WatchTower of skills needs in the construction industry

    During this phase it is proposed to create a tool that will be complementary to the European Construction Sector Observatory (ECSO), which by using a Big Data methodology will be able to anticipate skills needs at national/regional level.

  • 4. Study on occupational profiles and qualifications

    According to phase 2, the partnership will update occupational profiles, qualifications and training influenced by new tendencies (in the Construction industry topics such as Energy Efficiency, Digitalisation and Circular Economy are a must) to cover detected skills. It is absolutely necessary to define a tailored methodology to carry out a periodic revision as well as defining priorities to eventually review existing qualifications.

  • 5. Outreach campaign for the Construction industry

    The Construction Blueprint project intends to generate a more positive image of the Construction industry. To achieve this goal and to transform construction into a career opportunity, the partnership proposes to carry out actions to promote the attractiveness of the Construction industry among youngsters and particularly among women, and identifying solutions to facilitate the mobility in Europe.

  • 6. Sector Skills Alliance and deployment of the Blueprint

    Doubtless, the essential condition to get a sound implementation of the Skills Blueprint in the Construction industry is to have a strong Sector Skills Alliance, which starts from the partnership. For this, the partnership undertakes the project under the concept of Quintuple Helix innovation Model, which is based on the involvement and interaction of main market players (Education-Economic-Political-Environment-Civil Society/Cultural) taking up opportunities to make the best of their talents from a holistic approach.
